IFR holder discount

Chameleon contains no wallet or IFR verification code. The planned browser verification and discounted checkout are currently disabled pending payment and Greek fiscal approval.

Any positive IFR balance is eligible for the seller-defined discount shown at checkout. There is no token-amount tier threshold. Payment remains fail-closed whenever the secure fiscal checkout is unavailable.
